No charges in crash that killed pedestrian

WILMINGTON, NC (WWAY) -- A driver who hit and killed a woman in New Hanover County early this morning will not face charges.

It happened on Castle Hayne Road near the GE plant around 5:30 a.m.

Troopers say 37-year-old Sakinah Cook was standing in the road when the car hit her. The investigation has determined the driver involved was not at fault.

I just want to know how this person is not going to face charges. How do you hit someone who is standing in the street and not face any charges because of this?
