RALEIGH, NC (NEWS RELEASE) — Speaker of the North Carolina House of Representatives Thom Tillis has announced the appointment of Representative Carolyn Justice as House Chair of the Joint Legislative Committee on Local Government (JLC), effective immediately.
The Joint Legislative Committee’s work is intended to deal with review of local (county and municipal) bond issues. Any bond over $1 million, for anything other than schools, will be reviewed by the JLC from a fiscal perspective to determine the viability of the bond proposal. Rep. Justice’s prior service as a Pender County Commissioner is an important reason she was chosen to chair this committee.
Since this is a Joint Committee of both the House and Senate, Representative Justice will share responsibilities with Senator Jim Davis of Macon County.
“I am honored that Speaker Tills has placed his faith in me to Chair the JLC,” Justice said. “As a former commissioner I am very familiar with the process of issuing bond debt. Now more than ever we will have to balance the need to build infrastructure in order to bring jobs against the dangers of local governments overextending themselves.”
Speaker Tills has also chosen to extend Rep Justice’s service on the Environmental Review Commission. Justice has a keen interest in Environmental issues facing North Carolina and she has been an active and contributing member of this Committee for several years.
