WILMINGTON, NC (WWAY) -- Election Day is less than a month away and WWAY wants you to meet your candidates for Wilmington City Council. Today we sat down with Joshua Fulton, who describes himself as a fiscal conservative.

As one of the leading non-incumbent candidates for Wilmington City Council, Fulton's name and face can be seen all over Wilmington. But who is he?

"I was born in Massachusetts. I went to NYU for undergrad, stayed there for about eight years," Fulton said. "I was an auditor for AIG. I was a math teacher in the public schools, and I came down here a little over two years ago to go to grad school"

Fulton is not only a graduate student at UNCW, but a teaching assistant as well. He says his previous work experience will be a great asset if elected.

"Being an auditor is possibly the best experience you can have to be a city council member, because you have to look at budgets, and you have to make independent decisions about what makes a sense in the budget and what doesn't," Fulton said.

The 31-year-old says he has never run for public office, but he felt like now is the time to get involved with the high unemployment rate and other issues that have become problems.

"I think our tax burden is a big problem," Fulton said. "I think our zoning codes are too elaborate, there are big obstacles to starting business in Wilmington. Water and sewer rates seem to be spiraling higher and higher."

As a candidate Fulton has received significant attention, both good and bad. Most recently the website has surfaced, which says it exposes Fulton's true motives.

"It's a hateful thing," Fulton said of the site. "I'm surprised by it. I was not enthusiastic or happy about it at all, but and at the same time brushed it off. I think it's just a little thing I'm not to concerned about."

Concerned or not, Fulton did address some of the website's claims, like whether he can even support himself.

"I do make enough money to support myself otherwise I would be in the streets. I teach two classes at UNCW in the creative writing department. I'm also working part-time this campaign season and then I go out and campaign," Fulton said.

Fulton says despite what distractions may be out there he hopes the voters of Wilmington will see that it's time to elect someone who is willing to work.

"I don't see them putting in the effort, and that has big ramifications when it come to city government."

On his own page, it talks about "getting laid" several times. Is he allowed to be around the young co-eds ? He has no business in any position of trust at UNC-W. I hope steps will be taken to at least moniter this guy.

I have followed Joshua

I have followed Joshua Fulton’s campaign from almost the beginning. Joshua Fulton recently wrote an open letter to city employees on his twitter page, I am not a city employee. I do not personally know any incumbent or candidate. I could not help but scratch my head a just a few things in his open letter. You can read the letter on his twitter page,

Joshua Fulton writes:

“I understand that city employees are worse off than they were even last year. However, and this is not meant as an attack exclusively on city employees, the amount that they've suffered has been less than those in the private sector have suffered”.

1.) I bet city employees appreciate that but it is still an attack on them, it’s just not exclusive and how very marxist of you Joshua, I guess you believe that everyone should suffer equally.

2.) By his own admission he does not have the “numbers” for the private sector so how can you compare anything about anyones compensation?

Joshua Fulton writes:

“I did the numbers. The average city employee is making, with salary and benefits, about $60,700. Last year they were making $60,900. I don't have numbers for the private sector in front of me, but I think we can agree that they've lost more of their average compensation. If we don't agree, I suppose I could try to look up that information.”

3.) How is it that he throws numbers out about city employee compensation, and follows up with, “I think we can agree that they’ve (the private sector) lost more of their average compensation...YOU DON”T HAVE THE NUMBERS FOR THE PRIVATE SECTOR, maybe the professors from the economics department shared their crystal ball with you and that is how you know.

Joshua Fulton writes:

“I am not trying to knock every single city employee. This is what I don't think you and some other critics from the city workforce don't understand. I'm sure you remember the NY Times article about Wilmington, "putting out budget fires," etc. In that, they continuously mentioned closing fire station number 4.”

4.) Oh yes,,you and some of those other critics. “I am not trying to knock every single city employee”. Really Joshua, I guess you are trying to attack those invisible city employees, those pesky over compensated cops, fireman and trash collectors.

Joshua Fulton writes:

“That is where the city's profligate spending is leading. They will not be able to cover the costs and there will be layoffs or indiscriminate salary reductions.”

5.)I guess if all else fails, try to scare people.

Joshua Fulton writes:

“I am aware that some employees make a whole lot of money, and some make significantly less. When I was told a starting firefighter makes less than $10 in salary, I was very surprised”.

6.) Now, Joshua quotes numbers all over the place in his “information” except here, in this paragraph. Joshua states “When I was told a starting firefighter makes less than $10 in salary, I was surprised”.

7.)That is comical and sad, Joshua quotes, cites and links city numbers all over the place, but he did not bother to take a sampling of different city departments and see what the starting pay was?

Take the time to view Joshua’s campaign site. Then take the time to view the anti-Fulton site. It seems to be frequently updated. Another point of interest is Joshua’s transparency, well if he is in fact a champion of transparency, good for him. If the anti-Fulton website is based on so the weakest of evidence (he said something like this in one media outlet) then why have you deleted your Youtube videos. The site appears to have “screen shots” of your social media sites, and the site claims to have the files saved anyway.


Directly from and the questions below bring up a good point. For months he has had it all worked out and now???? The last line of his letter he says, "I have no intention of cutting what I view to be essential services". Well I think that is what many are questioning Josh. What exactly do you, Joshua Fulton consider to be an essential service? Also, what is your view of the PEOPLE who perform those essential services, obviously it's not very high? City employees have been bending over taking from city council for a long time (much longer than you have been a resident here) but I will say this for you, at least you came right out from day one and said you fully endorsed city workers holding the bag and giving up their already cut benefits because of the bad decisions made by politicians on local, state and federal levels. So go ahead, push even more employees many of which already work two jobs, that much closer to WIC, food stamps and other forms of government assistance. I support my city employees, especially those in public safety who already catch enough hell!

As much disdain as there is out there from voters (including me) about the CFPUA the site raises a good question, even one that some of your die hard supporters need to ask.. What exactly is it that you plan to do after you dissolve the authority??? Unless you come up with some amazing plan the financial burden will be simply transferred back to citizens in the form of higher taxes. So again, the truth is, we are probably stuck with either higher water bills (which I guess someone can somewhat control by using less water) or a higher tax burden. I think you are just using this "I am going to dissolve CFPUA" as a way to get more votes but deep down you know that more than likely it will not be done. Again don't get me wrong I would love to see a better option than the CFPUA and their never ended rate hikes, but I'll be damned if I want it to come in the form of a higher tax burden on taxpayers.

Josh, you were a math teacher in NYC, awesome. You were an auditor at AIG, great. You are now a grad student in creative writing, awesome, more power to you. Please settle down in the world of academia and stay there. I am also curious, what is the longest that you have ever held a full time job? What made you want to be a teacher then an auditor at AIG (or whichever came first). How long were you a teacher in public education? How long did you work for AIG? And I have got to ask, what is up with the photo of Michael Moore? Did you go to bed one night and wake up in the morning a Republican? Not trying to be mean but there are more questions that need to be answered....

Josh, please tell us what the average salary plus benefits is at UNCW....50K, 60K a year or is it more?

We don't need a WOMANIZER, like Josh Fulton, representing our city. In his MYSPACE page it talks about "getting laid". It's right there, on the website. Just go to his 'online document' section.

Blog and theft--

Let's see- does the old guard have someone put up an anonymous blog replete with smears. Seems a bit like what same thugs did when they steal notes from public officials and leak confidential HR info to a newspaper ---acts of cowards. Can you imagine the uproar if this were a blog about Saffo or the theft and leak had involved Thompson.
What flies in wilmington might not be tolerated by others who aren't tied in to this crowd. I'm no fan of Libertarians but I know corruption when I read about it.

McColl and nuts are loose

Every election season, we get McColl and her style politics---Saffo, Padgettt, Thompson-- to name a few. It's easy to be anonymous and not upfront-when you have something to hide. Fulton and others have the guts to run---without smearing opponenents.The Clique in Wilmington mentioned in a number of e-mails has played this game in their effort to keep power for a few---arrogance and smears are no substitute for success. Saffo, Padgett and Mccoll represent the worst in us- better this young fellow than the self dealing polticos we have suffered too long. he'll make mistakes--but at least he isnt spending our money for ball parks and travel at our expense!~

Negative Attacks: Fulton Scares McColl's Frauds

The despicable negative attacks on Josh Fulton (not a member of his camp or army, fyi for disclosure) from the consistent losers like Nap Fuller who sell thier soul to enlist the help of the devil just to win for their own egos and gain, pay fellow loser and anonymous attack dog and coward chazz "did i tell enough lies" clevinger must mean Fulton scares them in this race.

This group of McColl democrats (hayns, saffo) and corrupt RINOs like thompson and McColl ally Sandy Criner, the pro-child molestation political soldier for McColl and not justice for all tells you all one needs to know about the local GOP, its lack of vision or spine, and inexcusable policy of pushing so-called republicans who are beholden to McColl (a top Democratic leader and obvious geyser of conflicts for those like thompson and criner, others, who have visibly done McColl's work as McColl Soldiers in the city, county and on the bench).

If rhonda Amarosa who has been a disappointment as party chair and allowed, even supported, such conflicts, liberal policy and corrupt judges who serve politics not adherence to law...that is frightening. Fulton isn;t perfect but he has more moral values than the McColl soldiers. I'd take a young man who likes young woman over order-taking mayors, council and county folks, and judges/law enforcement officials anyday. So Go Josh Fulton!!!!

McColl likes money

Amen. Louise McColl is a narcissistic muddy pig feeding at the "public" trough while rooting around for a cut of public or quasi-public funds or shaking down poor candidates who apparently pay her to keep her quiet. She is a joke and cannot deliver a single vote except for her own, which is apparently for sale to whomever hires her. She is a sleazy version of Al Sharpton.

More Government Money

Doesn't Josh get enough money from UNC ? Like all BEARUCRABS, he wants more government money. Now he wants a City Council paycheck, as well. Lets elect folks who have a intreast in Wilmington, not just themslves, like Josh.
Josh-Why don't you do everyone a favor, and pop-up somewhere else ? Go back to NY, or go to San Francisco, where your views are more appreciated. A man who "switches" to Republican, just before an election, doesn't fool me a bit.

Fulton for Transparency

Judge a person by the enemies he has ---so Fulton gets my vote. the smears in that put up website simply reflect the low ball tactics we have seen from the likes of mccoll, saffo and caster for too many years. Better a Yankee than more wilmington turkeys like Padgett, Sparks and Haynes!

@SurfCityTom; I definitely agree, the corrections were directed at the writer of the story, not Josh. For the record I am a big fan of Josh Fulton's and if I lived in the city I'd vote for him. In fact he's my top choice.

Too much effort?

Candidate Fulton is quoted as saying "I don't see them putting in the effort". Apparently this comment refers to current city council members or candidates. Yet, I saw only current city council members and but one other candidate at last week's council meeting. I sincerely apologize if I failed to notice other candidates in Thalian Hall Tuesday night. But for me, it speaks volumes that any candidate aspiring to be elected to govern this city would not attend council meetings. I must question if candidates who were not present, including Mr. Fulton, believe it requires too much effort to attend the very meetings from which they aspire to govern?


Did you completely discount the possibility that candidates - like all citizens - can watch City Council meetings at home? Government TV, channel 8 on TWC broadcasts City Council meetings live, and then re-broadcasts them throughout the week following the meeting. I routinely watch GTV in lieu of going to Council meetings.

regardless of his merits and experience, and those are the issues voters should look at, he did not pen the article you criticized. If you feel two and too were mispelled, let the reporter know. He's the one who wrote it for the site.

As a Christian, I like to support fellow Cghristians. According to the WEB site, Mr Fulton, has many strongly Strongly Anti-Christian beliefs and views. I would like to return to a simpler time, when we were a Christian city.
Please Mr Fulton. Answer those questions, posed on what you call a "Hateful Thing", that website that exposes you. So we, the voters, can find out where you really stand.

I am a former city employee

I used to work for the City of Wilmington, in fact I worked for the city for a decade. I left all of that behind ( yes that super easy over compensated employer as some think it is). I was single when I was first hired. As time went by I started a family. I JUMPED at the chance to leave for a better oppurtunity for two main reasons, the pay SUCKED compared to my new employer, and the benefits also SUCKED when compared to my new employer. By the way I now work for a company in the private sector that is not government subsidized and employees many more people than the city ever will. I still have many friends who work for the city, mostly in public safety. The city budget has plenty of areas that money can be cut from , so why does he attack employees and their families? Fulton wants to further destroy the benefits of city employees yet he wants to increase the number of police officers for the city (specifically downtown)? So Joshua Fulton how do you expect the W.F.D. and W.P.D. not to mention the other city departments to recruit viable or worthy candidates and maintain, or as you have expressed, increase the level of service that they provide? The average city employee is not over compensated. I guess lashing out at municipal employees MOST of whom work in public safety (which is something the government is supposed to provide) is a great way to get a few votes.


You spoke it like it is! City employees are often overworked and unappreciated, especially by the current city council. Council always seems to find monies for programs they want to push through on their own agendas, but city employees are constantly forgotten and pushed to the background.

The city has lost many GOOD employees over the last 3 years because of council's lack of concern. No council member could survive on the measley paychecks that employees receive. I'd like to see them try it for just 6 months. They couldn't do it. Guaranteed.

Screw you, Joshua Fulton. You don't know what you're talking about. You should be supporting city employees instead of trying to degrade and minimize what they do. Shame on you.

Yankees attitudes don’t have to change because they are correct. Have you ever lived in the north to realize how far behind and backwards the south is? It’s pathetic. I guess that southerns should be proud of the lack of education, poor quality of life, lack of proper development, and love of the trailer park and those are all things that Yankees should strive for. There is a reason the north won the war 150 years ago, get over it. It’s depressing that places in the south are the growing cities in this economy when they just figured out indoor plumbing! Call me a Yankee and go home like most people on the blogs do, but I have lived and worked for many years in the north, west coast, and east coast so at least my statement is based on knowledge and experience, not just something my granddaddy once told me about the evil Yankees!
