State review found deficiencies in Leland PD training; LPD says most corrected

LELAND, NC (WWAY) — A state review found dozens of training deficiencies within the Leland Police Department. The review conducted in September found 89 deficiencies in all, but Leland Police Chief Tim Jayne says most have been corrected.

In a news release Jayne said, “85 have been corrected either by transcripts from Brunswick Community College as well as other community colleges, or officer owned certificates or make up classes taught by state certified instructors.” Jayne says the problems date back to 2005.

The North Carolina Criminal Justice Education Training and Standards Commission, the state regulators for law enforcement agencies and officers, says a September visit by one of its inspectors was a regularly scheduled audit, which turned up the issues. Training and Standards says the audit had nothing to do with a harassment claim the Town of Leland settled with former officer Sherry Lewis just days earlier.

At the time of the visit, WWAY request a copy of the results of the inspection. This evening, the North Carolina Department of Justice sent WWAY a heavily redacted copy of the audit that sheds little light on what the inspector found, other than the fact that records for each of the department’s 31 officers, including Jayne, had a deficiency for “Commission Documentation,” “Mandatory In-Service Training” or both.

The report says the department has until Dec. 1 to fix the problems.

The blacking out of the report just goes to add fuel to the fire. We know the guys screwed up. Why not make it known, address the problems and try and move on. The fact that stuff is blacked out looks really sketchy.

I can understand personal information being blacked out but this much of the report. Well that just seems fishy to me! It looks like to me that these reports/findings should be a matter or public record.

given to WWAY is about as useless as toilet paper to try and get any info out of..COVERUP plain and simple, there is no reason for the report to be blacked out that much but to hide incompetent cops.This happens everytime there is an investigation on police misconduct, training, etc. The BS flies to cover their a** and people wonder why the public despise and don’t trust cops???

Here’s a question I pose to WWAY regarding this report. It appears that most of the department is in some way not in compliance with training. How does this correlate with traffic tickets, arrests, etc given by the officers during the times in which they weren’t properly certified? Would this not be grounds for appeal or maybe even dismissals for citizens given violations from these officers?

Seems like it might be a good time to be an attorney in Leland!
I would be curious to hear from the Brunswick District Attorney on this topic. He has stated he has no knowledge of any problems in the Leland Department until recently. I am sure he is up to speed now and wonder how this will all go down.

I want bad cops to burn just as much as anyone else, but most of these problems are obviously just clerical issues. Crappy record keeping and submission from whoever is in charge of the training in LPD.

Not much different than any other job where you have to be certified and keep up with contuning education, even if you do it you still have to send documentation into the certifying agency.

Still not very helpful when they black out 95% of the report, though.

Another case of “It’s not my fault,someone else did it.” Why can’t they just take responsibility for their action….something THEY preach to us ALL THE TIME….My son was innocent of something they swore up and down he was guilty of…..court proved we were right….
