THE RANT: It's official: Leland is out of control


LELAND, NC (WWAY'S 'THE RANT') -- And I don't mean that in the "cool, funny, you're out of control, dude!" sense. I mean it in the classic "there is no one at the helm of this ship" way. That was blatantly apparent at last night's special closed session meeting.

It ended with another settlement with another Leland cop who apparently wasn't enjoying working under Chief Tim Jayne. Kevin Foss filed a complaint with the state labor board just a few weeks back. We're told it was soon after he was forced to take a lie detector test, either in regards to his testimony to an SBI investigator or to figure out if he is KBlue2221984, a regular "insider" commenter here on our website. When asked if Foss was forced to take a lie detector test, incoming Town Manager David Hollis says the town never "forces" anyone to do anything. But when we asked if Foss was "asked" to take the test, Hollis said he couldn't comment because it was a personnel issue.

While Foss didn't get a settlement other than getting paid out for his remaining vacation time, this is the second settlement the town has had to deal with in the last three months. Former Leland Officer Sherry Lewis got $25,000 in September to settle an EEOC claim she made after being shot in the crotch 12 times with simulation ammunition during a training exercise.

When we asked Hollis if having to settle with two officers in 90 days bothered him, he said it did. He said he's also concerned that seven officers out of department of a little more than 30 have resigned this year.

Several allegations of misconduct have been levied against Chief Jayne and his department. We've been told he assaulted another officer by hitting him in the gut during a bachelor party last year. Officers allege he's made them work on his house and other homes in his neighborhood while on the clock. He's also allowed an officer who shot his service revolver into the air on New Year's Day to keep his job. An officer who's pulled his gun on fellow officers is also still employed. Plus, Officer Michael Landen, the officer that Lewis says shot her those 12 times, has never been disciplined. When we asked Hollis if he could deny ANY of those allegations, he looked away, looked back, grinned and said, "That's a good question." You're right Mr. Hollis, and it's a question a lot of people in Leland expect you to step up and answer, soon.

And if Mayor-Elect Brenda Bozeman runs her realty office like she's helping run the town she was elected to work for and lead, I'm not sure I'd even buy a "For Sale" sign from her, much less let her try to sell my house. We asked her at last night's meeting if she trusted Chief Jayne. After a long pause, she said so far she didn't have a reason not to. But then I asked if she trusted a police chief who slugged another cop at a party. She was quick to say that she'd asked about that, but kept getting different answers. So we went with the natural follow-up, "Have you talked to the officer who he punched?" Here's where it gets good. She said policy kept her from talking to him. What policy? "Well," she said, "I think he's filed an EEOC complaint, so we can't talk to him. I think it's state law that we can't talk with people who have filed complaints." You THINK Brenda? You THINK one of your officers has filed a complaint against the Town of Leland with a federal office? You don't KNOW? Did you know we've confirmed others have, too? When you were asked point-blank if your police department was broken, you paused and said, "I don't know." Brenda, is it possible that this television station knows more about what's going on personnel-wise in your town than YOU, the MAYOR-ELECT?

Then you gotta love her shuck-and-jive yesterday when we talked with her before the meeting. Earlier in the week she had told a reporter at the StarNews that the meeting would be about police department personnel. But when we called her to confirm that, she told us the newspaper had gotten that wrong; that she never said that. She said they would be talking about personnel issues from many departments plus other issues. Then lo and behold, after a 40-minute private meeting, what do you know - the meeting was about a POLICE PERSONNEL ISSUE!

Brenda, are we really going to start a relationship like this a week before you even get sworn in? You apparently don't know what's going on in the world around you, and then you lie to the media about things you're on the record with?

So I think it's fair to say, that with an outgoing mayor who confessed he's literally out of the loop on many of the personnel issues in his town, an incoming mayor who appears to be just as much out of the loop and is already covering her tracks, an outgoing town manager who refuses to do anything about those personnel issues on his watch, an incoming town manager who's only been on the job a couple of weeks and has absolutely no experience in town administration, that Chief Tim Jayne is running Leland. That must be what the four stars on his shirt collar stand for: he's the General of Leland.

I realize that many are waiting to see what the SBI investigation turns up first, but I hope they're not so naive to think that if people will lie to them, they won't also lie to the SBI. And I hope that they're not so naive to think that in this atmosphere, with a police chief running the town, people are scared. And when people are scared, they do stupid things. I just hope someone steps up before someone gets hurt. Because if they do, it's on the hands of everyone in that super-secret meeting Wednesday night - incoming AND outgoing.

Leland PD

Another media outlet is reporting a completely different perspective from what is being presented by this station. It's interesting to hear/read the history of the towns former Assistant Town Manager. It ain't pretty. Why hasn't this station addressed this? Other than a brief mention in another article, there has been no reporting of this other dimension at all. Why not?

This place is a complete and total joke and will continue to be. They officials in Leland laugh at the issues brought up by WWAY saying, " these are just rumors by disgruntled ex employees" Most of the comments and stories are coming directly from current employees who have tried to change the garbage going on from the top down. The officers that have been removed from the department by termination and quitting are just tired of banging their heads into the walls with ridiculous write ups, complete disrespect from the supervisors, and finally watching things be covered up to protect the upper staff. While interviewing with other departments I quickly found out how much of a joke the rest of the county departments think the Leland PD is. Leland Police officials have burnt every bridge they have in the surrounding counties. PATHETIC. Beware Town of Leland, they just promoted Officer Landon to a Patrol Sergeant and the head of internal affairs is ran by Sergeant Pierce who hasn't had a week of experience as an investigator. Can't wait till the next big story to break! It will probably have something to do with another sex scandal or possibly a bunch of money missing......Wait and see!?!?! HAHAHA

I've worked with Officer Kevin Foss for years. He is a very good cop, who stands up for what is right. I can see why he's in the crosshairs. He's a good man and a honest cop, which makes him a threat to the corruption. I hope a city council member will make sure he is not back-stabbed, like others have been.

Chuck Bost and Sherry were

Chuck Bost and Sherry were treated very unfair. I wonder if the next good officer, who gets kneecapped, may not be as professional, and takes matters into his own hands.

You can't change the past, but you can fix it. There need to be changes. Chuck, and Sherry need to be invited back, the City of Leland owes them that much.

What about the others?

I agree with you totally but there are thirteen other officers that have been "kneecapped". Just under half of the department have left either by being run out or harrassed so much by Jain and his cronies that he truly believes he is doing the town a good service. He protects his henchmen that have no experience or education to make the decisions that they make. Oh by the way those decisions are made up everyday. They decide on issues as they go without looking at the consequences or to those they ruin.

The people are really tired of this mess.

I know there are good Officers in Leland, but this drama is destroying morale, and the peoples confidence.

It started with the department, and it has crept into elected officials.
The town is paralyzed with inaction, doubt, and possibly dereliction of duties to the detriment of the Town. Is anything else getting done while this soap opera plays out?

About the only way it could get worse, is if we found that the department was being run by the Mexican Mafia.

Somebody, please, step up and do the right thing.

Leland PD

As anyone who has seen a traffic stop in Leland can attest, it usually takes a minimum of three police cars to handle what would appear to be the most minor of traffic stops - 46 in the 45 zone on 17 in front of Wal-Mart for example - usually including at least one of their tricked out, unmarked Limo-tinted take home / family transport vehicles. On that note, I've never understood why they put dark tinted license plate covers on their police cars - More recently, I've guessed it's probably so the plates don't get logged by traffic cameras when they go do "training" in Myrtle Beach, or Fayetteville. (BTW: you know that you are no longer in Leland when you see only one police car when a cop/trooper/deputy is writing a ticket.)

I think I now understand why they need so many cops to write a ticket. In the past, it's been rumored that for a single traffic stop, they all file reports for supporting the stop - safety issues, etc - that way they keep their numbers up to justify their existence. I guess now, with all the recent info that's been uncovered about lack of training, cops unable to breathe the same air, etc, the real reason is that between the three of them, they might be able to figure out how to fill in all the fields on the citation. Either that, or the speeder might be able slowly drive away while the cops duke out who's getting credit for the stop.

Officer Safety

Do you know how many officers are killed in the line of duty each year conducting a "rountine" traffic stop?? You hide behind a computer while these men and women risk their lives every day.. And no... No one made them become police officers but what kind of world would we live in without them?

First, with due respect to the entire law enforcement community I would suggest you look at this site. It is quite a touching tribute to our law enforcement members who lost their lives in the line of duty.

According to this site, "Officer Down Memorial Page", 150 fine men and women gave their lives in service to public safety this year to date.

Next, let's look at what the Bureau of Labor Statistics shows about other dangerous occupations. The BLS study for 2010 is quoted in this Career Builder article.

Occupations with the highest rate of fatal work injuries (deaths per 100,000 workers):

Fishers and related fishing workers: 116
Logging workers: 91.9
Aircraft pilots and flight engineers: 70.6
Farmers and ranchers: 41.4
Mining machine operators: 38.7
Roofers: 32.4
Refuse and recyclable materials collectors: 29.8
Driver/sales workers and truck drivers: 21.8
Industrial machinery installation, repair and maintenance workers: 20.3
Police and sheriff's officers: 18.0

As you see, police and sheriff's officers make the top ten dangerous jobs for certain BUT there are many more dangerous endeavors than law enforcement.

Fishing, logging, aircraft piloting, farming, ranching and mining are all more than twice as dangerous as law enforcement.

I don't see anything wrong with expecting a level of professionalism and decency from any police officer. Plenty of other fine men and women face danger every day of their working lives. Where would we be without loggers... for that matter, roofers?

Where Would We Be - Better Off, That's Where

Where would we be? Well, in Leland, we would be without assault, prostitution, bribery, sharing of narcotics, fake informants, sex with informants, fraud, embezzlement, misuse of public funds and assets, illegal profiling, having sex with young females to get out of tickets, etc., etc., etc.

So, you ask where we would be without Leland's finest - A lot better off!!!

Officer Safety

With you on that 100%. With the serious training issues that have been discovered at Leland PD, it makes total sense that there needs to be a virtual army of Leland cops present for even the most routine of incidents. Parking ticket? Call for backup. 13 year old detained by Wal-Mart security for trying to swipe a watch, call in a K9 unit - oops, oh wait... They don't have that anymore, either because the dog mis-documented his training records too!

I understand for that there is sometimes a need for additional resources for traffic issues, but properly trained officers from other agencies seem to be able to handle routine issues on a solo basis, but Leland is just the opposite.

This police department seems to do everything in a way that just leaves questions. They have completely abandoned the concept of routine patrols. I can't tell you when the last time I saw a Leland cop drive through my neighborhood just as a routine patrol. They have plenty of time to sit out on 17 / 74 / 76 running radar. They also seem to have no issue wasting our money continuously buying new vehicles of every type imaginable. While an agency like Wilmington drives their cars until they really need to be replaced, LPD just keeps adding to their car lot on Platinum Way. As an example, Today, with the parade where they had to call in Brunswick sheriffs department, and Wilmington PD for assistance, and they appear to have every cop doing traffic control on Village rd., there's STILL nine LPD cars sitting in their lot. Not old Junkers, but very new mustangs and chargers.

Those cars might be remnants from the cops that quit or got fired, but that seems to be a huge number of vacant cars for a PD for a town of Leland's size.

I know this person has done all they can to stay out of the lime light, keep private what is private. Most seem to miss that not only is the SBI here so is the FBI, FBI, FBI, investigating the cheif and the command on fedral violation of privacy, harassement and criminal actions. A personal suit and charges may soon be coming from our southern border, from attorneys from Raleigh, not the weak ones that have represented the last two. Good HONEST officers and the town are suffering at the lack of leadership, across the board here. A bear has been pulled from his slumber, who has unlimited resources and cares about people, oh yea, impecable character too, who will not be brushed aside. Lie detector test like the gestapo to find out who is talking to the media, Jayne you idot, the one who can bring you down is the one who is trying to remain out of the limelight. Not only that...

You can pick one of a hundred or so e-mail addresses from folks you know, and insert that. You can poison pen (e-mail) someone if that strikes your fancy...

If your concerned about someone finding tracking you down through your ISP address, you could mask that, too.

Anonymity has pros and cons. A con is that cowards (like most including me) can say anything they want, and WWAY will likely put it on here since that is SOP. A pro is someone might expose some backroom dealing and other ethical or legal issues that folks don't want the public to know about.

Part of the problem with the local governments around here are non-existent whistle-blower laws. Most folks are just to scared for their jobs to blow the whistle since they have no protection. Just the way the good ol' boys like it!

Leland is out of control

My family moved to Leland five months ago and we are dismayed by the allegations and accusations regarding the police department. We want to be proud of our little town, but haven't had particulary great experiences with the PD on a couple of occasions when reporting thefts from our home. Honestly, we don't know what to think, but are already weary of hearing the "it's a personnel issue" excuse. I understand there is a state law of some sort regarding personnel matters, but I doubt it was intended to be used so cavalierly as a means to apparently dodge responsibility for answering legitimate questions and taking care of problems. As a former deputy, my opinion is that if a situation stinks, there is usually something rotten around.

New post card forthcoming?

Years ago I heard jokes about what might be the subject of a typical Leland postcard: A shirtless man with a cigarette burned to the filter hanging out of the side of his mouth, as he appears to be deciding whether the dead possum on the dirt road is fresh enough for supper... with the background being a trailer home with rusted cars on blocks and beer cans strewn about the yard. One must wonder if the 2012 Leland postcard should have police and other town officials looking upward in an admirational aspiring daze at a statue of Barney Fife and Otis????? To borrow lines from ESPN and Nike, "Leland, C'MON MAN, Your town has come way too far to allow such unprofessionalism to continue. Others are pulling for you. JUST DO IT!"

No good

There are no good police officers in Leland. I say that, not even knowing, all the officers personally or even knowing their names. I say there are no good officers because a good police officer would not allow the activities that have been going on in their own department without trying to stop it. Good officers would not allow their brother officers to be forced out and humiliated. A good police officer does what's right, even if it means having their own mother arrested. Laws are laws and no matter who breaks the law, the suffer the consequence.

All the officers on the force now in Leland know whats going on. When the FBI and SBI are done, I hope this force is disbanded and the town can start from scratch. It sounds like that what everyone in this situation needs.

I really do not know where to begin..First, if this "Rant" is really written by you Scott Pickey, you have no business being employed by any media venue. So, perhaps you have someone else writing this slandering piece of garbage, The real KBLUE perhaps??? I read this blog now and then to compare real journalism to tabloid never disappoint!
WE here in Leland like living in Leland, not in Wilmington. We do not need the likes of you or WWAY telling us what to think or what to do. You have insulted any THINKING person in this town by suggesting Chief Jayne is somehow in control of our town. What he is in charge of is the Police Department and that includes the removal of sub standard police officers. There are more residents than not of Leland who appreciate our Police Chief raising the standards, demanding our police officers look and act like professionals...obviously there were some that could could not handle actually doing their job--looking for any excuse to blame others for their own inadequacies and down right laziness! The citizens of Leland are safer today than ever before!
Our Town leadership is showing their professionalism, their intelligence and their common sense by standing by Chief Jayne and not succumbing to outside pressure from a tabloid news station looking to CREATE a story as opposed to actually reporting one. Point in case, why is there no reporting on your so called "source". It is well known that Leland's ex assistant town manger, Michelle Cox, is that so called main source. It it also well known that she has played this game many times before while employed by a number of towns across North Carolina. Cox and Pickeys history will catch up with them, it's just a shame that the WWAY audience has been "played" in the mean time.

and trust me my sources are airtight. Poor Tim would crap a pantload if he knew exactly who my sources were.. They are/were a lot closer then you think my dear soon to be ex-chief.. BTW I havent had a chance to listen to Blueline radio have they delved into this mess yet, heck Marc Benson would be a huge improvement over General Jayne.. PS.. when you have a force of only 30 officers its common for the Police chief to wear military Colonol Brass not 4 stars. Its generally accepted practice that only large departments wear 4 star brass like NYPD due to the advanced heirarchy. Basically the cheif wears the collar pins of the highest rank just above his second in command normally which is usually in most depts major or LTC (gold oakleaf) brass. The 4 star thing alone is an ego thing.. To give you a good example of how overkill this is I did some research. A large metropolitan police department in Northern VA which covers just under 400 sq miles and is responsible for over 1 MILLION residents even their cheif wears Colonel Collar Brass as their deputy chiefs all wear Gold OakLeaf brass and this Department has 3 Deputy Cheifs and I believe the sworn officer number is approaching 1000 but yet Chief Jayne thinks he needs 4 star brass of a Full General to make his point. Also looking online it appears the Chief of the Raleigh Police Dept wears a single star for collar brass so again adds to the point that the collarbrass is way over the line for Chief Jayne as again I believe Standard Military 0-6 (Eagle) brass would suffice as it does for many departments much larger then little Leland PD

Your thinking is way off of the mark. Pride goeth before the fall! You say that Chief Jain demands officers who "look and act like professionals"? HAH! They really look professional when they dress like they just came from the garbage dump. With shirts that are too small, dirty and pants that haven't seen an iron since they came from the manufacturer. Of course all of them act professional? Mr. Jain punches one of his officers? Uses the town veicle and its gas to go to a Batchelor Party in Myrtle Beach? He takes his children to school everyday that is out of his area of responsibility? Of course HIS attitude that "LYING IS ANOTHER FORM OF MANAGEMENT". That speaks volumes for the so called man! Or the lack thereof! These guys are real professionals when they go around the office banging each other's crotches and of course they condone shooting a fellow officer of the "brotherhood" in the vaginal area causing real injury.
You are either one of the admin officers or the wife of one of them such as Mrs. Dellapia or Mrs. Blasingame or even well I guess not the girfriend of Lr. No Sak! Being able to count is very important!
As far as Scott Pickey is concerned there is enough questions that have not been answered by any of the town officials in Leland to merit this type of reporting and of course the SBI investigation.

People will hide behind their computer like you...Polly II. You are the type of person who over an anonymous blog site spreads misinformation and distorted facts. The type of person who doesn’t have the guts to say things to people's face. However, I know Mrs. Blasingame and Mrs. Dellapia and trust me, if they had something to say.. They would not hide behind an anonymous front.. They would and have signed their names to it. Why do you continue to try to destroy their characters? Was it because they stood up for their husbands and the good officers at LAPD? Isn't that what you people keep screaming " Why will no one respond to our gossip?" Maybe this is why... How would YOU feel being targeted and shot in the vaginal area and was made to leave the training facility after being singled out, yelled at and bleeding? How would YOU feel after telling that most important person (Brenda Bozeman) in Leland at THAT time what had just happened to YOU and she has done absolutely NOTHING?
Well I guess YOU don't have a clue as to anything about the inner workings of this so called Police Department because if YOU did then and only then would YOU be so disgusted that it would make YOU sick to your stomach!
