Gov. McCrory signs bill to combat sex trafficking in North Carolina

RALEIGH, NC (WWAY) – Governor Pat McCrory signed Bill 122, into law Wednesday, which requires sex traffickers to register as sex offenders after they serve their prison sentence.

Senator Thom Goolsby was one of the sponsors of the sex trafficking and sex offender registration bill.

He says this bill will make it hard for “pimps” to stay in the sex trafficking business, after they are forced to register as a sex offender.

The bill goes into effect December 1, 2013.

Goolsby says the first battle in the war against sex trafficking was won Wednesday, but more work needs to be done to get North Carolina out of the top 10 states in the nation for minor sex trafficking.

"One in three runaways, in the first 48 hours are engaged in the sex trade. I realized just how serious it was and that we needed to do something to stamp it out,” said Goolsby.

Goolsby says to continue to combat this issue; he will now fight to pass Bill 683.

The Safe Harbor Bill would provide law enforcement, social services, and the courts with all the enforcement powers needed to stop the minor sex trade in the state.

has been following this story from the beginning knows how this story unfolded.
A young woman plead guilty ending a prostitution case. She was a minor when she started. It was found out that this girl progressed from hooker to pimp and traveled between here and Winston Salem setting up the girls in hotel rooms.
OK - Hamilton then believed that our area is a hotbed for sex trafficking.
Why?
THAT info was based on the fact that NC has military bases and an extensive highway network. No facts based upon arrest records - no undercover work by police. Based upon the number of highways and number of military bases we were somehow ranked 8th nationally in the ESTIMATED amount of human trafficking taking place.
Just an estimate based upon having highways and bases.
Then Hamilton said Wilmington was hotbed of sex trafficking and very quickly retracted that statement.

Now don't get me wrong. I raised 3 girls so I am a little sensitive to women being exploited.
But Hamilton and Goolsby proposed this legislation based upon estimates and theory not records and studies. Absent these facts one can conclude that this is another in a string of feel good legislative activity. It was "easy" but not proposed based upon facts.
The pimps register based upon where they live.
I wonder how many would operate their sex trafficking operations out of their house? (this girl in the initial story was moving around).
How many arrests were made in Wilmington for prostitution last year?(One sting went bad - that's another story altogether)
It's all well and fine to sit here and say good job Goolsby good job Susie but when you go back and read the stories and how this all came about you realize our elected officials saw an opportunity to propose something that would pass and make them feel good. AND after Goolsby's election competitor ran TV ads saying Thom was trying to make it law that women have vaginal ultra sounds prior to abortion. This put Goolsby in a situation where he appeared to be anti women's rights.
He had to do something.
This is what we got.

You said a mouth full and I totally agree. The hard right has a problem with big government except when it pertains to legislating morality. And the Libs are constantly wanting to tax something else. Stay out of my bedroom, stay out of my wallet.

The so called "sex trafficking" in this town is no more than junkies prostituting for their fix. The agencies (pimps) provide protection and the "connection" for their fix. If Goolsby really wants to see this stop, he should look at giving heftier sentencing to those who distribute opiates.

This whole sex registry thing is a farce. Guys who are caught urinating in public make the grade. As well as an adult who picks up an underage partner who lied about their age. My neighbor is on the registry as a result of a seething ex-wife who set him up. In the 10 years I’ve known him, he has never been a problem.

If morality is not to be

If morality is not to be legislated shall we legalize murder, kidnapping, rape, and other heinous crimes? Should we just let pedophiles roam free to prey on our children? One of the best defenses against sexual predators is knowing who they are so that we can avoid them. A person who steals another person and forces them into the sex trade is no better than a man who rapes a woman. Either way, the woman is being victimized for the sexual pleasure of another against her will. Having these people register is a good thing.

yes, and yes to answer your questions.
And if a pimp were charged with those crimes the punishment would be different.
What this law does is make a pimp, after being convicted of prostitution or sex trafficking put his name on a sex offender registry.
Like that is gonna stop him?

If he murders steals or lies under oath, the game changes - the charges change and he doesn't go on "the list"
