WILMINGTON, NC (WWAY) –- Police are investigating after they say ShotSpotter led them to a man who was shot in the stomach from the front porch of a home Monday night.

They say just before 9 p.m., they got reports of shots fired in the 700 block of Castle Street. That’s where they found a man with a gunshot wound.

Police say the victim, 20-year-old Timothy Waterman, told them he heard gunshots when he took a single round to his lower abdomen. Waterman told police he then ran inside the home.

They say Waterman was taken to New Hanover Regional Medical Center, but police say he was not cooperative with officers. Police say they have no information on Waterman’s shooter.

When the victim does not want to talk, the case should be closed. Police have other things they need to do for those who do co-operate instead of wasting their time on those who do not.

What they should do is take them to a grand jury and give them immunity. Then if they don’t talk it’s 18 months

You are 100% correct. They should also charge all expenses for EMS and Police Services.

If this so called “victim” doesn’t want to cooperate and tell the police who shot him ( and he knows more than he is saying ) & wants to be: ” Cool ” . — then they should allow this ‘victim’ to: Lay in bed and reflect . Law Enforcement isn’t into the: ” Name That Tune Head Game ” — there’s more important matters elsewhere in Wilmington to attend to. He’ll surely find out quick that he’s not so important.

You don’t want to talk? Great, less paperwork.

The witness list has to be given to the defense. And if the client wants to see it, then the attorney as no choice. Technically the file belong’s to the client and can request it from the attorney at any time. Defense attorneys are bound by the law.

Article this morning said list was given to defence attoney involved in case and then wound up in hands of gangs. Maybe the attoney needs to be held responsible for problem. Post his name so everyone will know. If he gives up names then his name should be made public so we know who to blame. Let he see how it feels.

Immunity from what? He is the victim, not the shooter.

Can’t see prosecuting someone simply because they won’t talk when they are the only victim. That would open up too many cans of worms.

I would not talk either since it is apparent that their names will not be kept in confidence better to be alive with one in the gut instead of dead with one in the head…. did not any one read the article pertaining to the witness list getting back to the gangs and the reason for the flare up of recent violence. the previous excuse was that we have arrested the leaders and it caused a void in leadership now somehow the witness list got back to the gangs which is it? I am sure we would all love to hear the next whopper that comes down the pike.
Are these gang banger d bags sure they are but you cannot stop them without witnesses and if you cannot protect the witness’s guess what you are not going to stop them .these poor people have no where to go it’s not like they can hop a plane to somewhere else they have to go back into the projects and look over their shoulder now that I know the truth in this case I take back every thing I have ever said about the folks living in the neighborhood that do not talk to police it is like signing a death warrant on yourself unless you all Charles Bronson on the gang bangers these folks are stuck between a rock and a hard place

Probably the most rational post this site has ever seen. How does this list get back in the hands of the criminals? That really is the question and I could not have stated this any better then above.

Finally, someone has begun to put it together! Most of us work or are disabled and living in the projects is usually a last resort-because we can’t afford to live anywhere else. I applaud you on taking two articles and putting them together. Why in the world would victims/witnesses think the police will protect them if they offer info? Why is the police chief or district atty. not bringing some kind of charges against the atty who “leaked” this list? Maybe he shoud be dis barred!) And to take things a step further, why is the news having somewhat of a blackout on reporting what really happened in the shooting of the “gang member” by the Sheriff Deputy? Did he have a gun? Was he shot in the back? How many times? Was DA on site to head off these questions? Why was SBI called in so quickly? Why isn’t the news asking? If the answer of these questions comes back to a vigilante officer, we are all in trouble-yes, even the hate filled, stupid commentators who can’t see past the nose on their face. All they can talk about is the taxes they pay-(probably get refunds!); how wasteful WHA was in using $40 million for rehab of Creekwood (someone needs to ask what it was spent on-any kickbacks?)and how poor people are all worthless-(hate to tell you, but people who are more educated and/or in higher tax brackets probably think you’re taking up too much space too!) We need to stop ignoring the situation by pretending it doesn’t exist-(chief of police, City Council and News Blackouts). Wilmington as a whole has to recognize that you are only as strong as your weakest length. For too many years, lip service has been paid to the poorer communities. Block fund grants for programs to help were diverted. Available housing has all but disappeared. No one I know of knows anything about all the gang intervention programs for the kids. We have kids here “playing” at being gang members. We have police who drive through. No stops to talk with residents or more especially-with those who shouldn’t even be here! WHA could evict the gang members girlfriends-it’s in the lease, but they don’t. The majority of residents have been taught by the system that they are not important; they are not worthy of the American Dream and no matter what their opinion, if it doesn’t support what the City of Wilmington says, then it gets buried! It may have taken a “leaked” witness list to set into motion these events, but it speaks loudly to the way Wilmington has been controlling the news to alwaays show Wilmington as a City where problems don’t exist in order to attract Northern Retirees and technical businesses. Well, the cat is out of the bag so to speak and in order for us to get it back in we are going to have to ALLwhich come together, stop blaming, recognize all the issues involved and find the solutions that will make Wilmington the City we all want her to be.

Tell your family dont get on tv crying when someone kill you!! All you need is a SUIT and a INSURANCE POLICY.. and if you are underage HOPEFULLY YOUR PARENTS or FAMILY has you as a RIDER ON THIER INSURANCE IF THEY HAVE INSURANCE.. If you an Insurance Agent or you are one reach out to these families or the thugs themselves and give them an insurance quote. Or better yet go to the funeral home and start making payments for your burial.WE need to STOP BLAMING OTHERS and BLAME OURSELVES.. The BEST OPTION/CHOICE is to GET A REAL JOB with benefits to make a difference.. Or leave town and start new. CHANGE COMES FROM WITHIN YOURSELF… Just incase NOONE has TOLD YOU THAT..

It’s built into our constitution that a defendant has the right to know and review all of the evidence that will be used against him/her in a pending trial and this includes witness’s names and statements. So this may not have been a rogue attorney it could have been a defendant who was out on bond, was given this information by his/her attorney (as required by law), went home and made “The List.”

The bottom line is if you agree to become a witness in a trial the defendant(s) are going to know exactly who you are and what you’ve said before the trial. This is the case in all courts in all states civil or federal. And of course the other loophole is that a witness statement becomes inadmissible in the trial if that witness should die before they testify. This is also in the constitution where a defendant must always have the right to defend himself against all accusers/witnesses in court. Even if the prosecution has video of a witness statement it gets thrown out because the defense can no longer challenge the witness in open court.

If you find yourself on the wrong side of the law you obviously would be grateful for these protections and your rights. Unfortunately, if you find yourself on the right side of the law and decide to help you may end up in a situation where someone that lives across the street from you has a significant interest in you not being around anymore. Even average people would do uncharacteristic and extraordinary things to stay out of prison let alone what a thug would do. It’s neighborhood terrorism and unless one has lived in it can’t really be understood what it’s like.
