The mother should me

The mother should me charged. If it was the drivers fault he or she would have been charged. If she was paying attention to her children and not let them break the law by riding on the street this would have never happened. Hopefully DSS has already been called. A 2 year old what else can I say. No excuse!!

Where were the parents?

Why did this happen? Because some parent wasn't paying attention to what their kids were doing. Hopefully there is no serious injury but I hope they learned an important lesson.
