ONLY ON 3: Leland residents want to put the brakes on town parking ordinance

LELAND, NC (WWAY) -- You won't find many cars parked on the street in Leland.

The town requires you to obtain a permit days in advance or else find yourself with a $50 ticket.

That's why some folks are speaking out against this town ordinance.

After a period of inactivity, Leland police are back giving out parking tickets to cars on the street.

There are no signs warning drivers of the law.

Leland resident John Guntner is not happy about it. He said, "No one has taken the trouble to read the law that they're enforcing," Guntner said, "I don't know how you can get much more contemptuous than that."

He wrote a letters to the mayor and the D.A. expressing his frustration.

The town Code states in part, "No parking areas shall designated by yellow curb markings, no parking signs, or other traffic control devices which indicate that parking is prohibited in the locations and under the circumstances described by the signs."

This portion of the ordinance led Guntner to ask, "Since everywhere else in North Carolina parking is allowed anywhere there is not a sign prohibiting it, how can you expect people to know they can't park on public streets in Leland?"

He has written a letters to the mayor and district attorney in hopes of fixing this.

A group of Leland women called "Singles and More" meet regularly to play the tile game, Mahjong.

They are frustrated with the handling of the ordinance.

One of the group members, Mary Webb said, "They built this big community...and they're making it so hard for us to get together."

Member Ellen Casey brought up another concern, "If you have a terrible thing... a funeral, that's not an anticipated thing" She said, "You have to think... I have 20 cars parked in front of my house, I just lost a family member and now I have to remember that I have to remember to go onto the computer and get permits from the police department," she said, "It's whack!"

Carpooling and bike riding are how they've managed to avoid the new wave of ticketing.

They went on to say they'd like the town council to take a look at the statute and figure out something different.

Town council member Bob Corrison says they're doing just that. This morning they voted to lower the $50 ticket to $15. They're also offering to reimburse those ticketed since January. The council has scheduled a public meeting for April 29th to solely discuss the parking issue. He asks that citizens come out and offer suggestions so they can "Make Leland a great place to live."

Corrison says the town ordinance has been in place for years but it's gone unenforced. He says they are seeing stronger enforcement now because of safety issues on the street.

Parking in Leland

My daughter and I went to the town council meeting yesterday and we were pleasantly surprised. Overall the townspeople were very cordial and were able to express their legitimate concerns in a respectful and timely manner. Moreover, the mayor, councilmen and councilwomen were affable and open to suggestions on how to improve the parking ordinance. They seemed legitimately concerned and listened to the townspeople including myself. I spoke about the fact that both my mother and mother-in-law live with me and so I have a total of 5 vehicles in my household now. After the meeting I truly feel that they realize that the ordinance needs to be altered to fit the needs of the residents. Hopefully, this issue can be resolved soon.

Parking Tickets

We have recently welcomed my mother in law and mother into our home due to their declining health. This has increased the amount of vehicles in my driveway to five. Now due to the ticket that we received we are debating on asking one of our mothers to sell their car. As you can imagine we are loathe to do so. We live in Mallory Creek and our streets our fairly wide. We bought our house so that we can have enough room to accommodate our mothers. Now we are told that we cannot park in front of our own house? This is ridiculous!

If you have to ....

Park one of the cars on the grass next to the driveway, unless there's some ridiculous law that says you can't do that either.

Sounds like you've got some really stupid stuff going on in Leland. Glad I don't live there.

Everyone in Leland needs to

Everyone in Leland needs to park in the street until this is resolved. Flood the police department with request for special parking permits. Having some friends over should not require a special permit. You can't fight them all but this one you can.

Leland is Leland! The cops there will do anything they want because they can. They have even arrested people even though it was against the law to do so. I have always said "Whatever you've heard about Leland is TRUE"! From the lying, cheating ex-Town Manager to their ex-Police Chief the majority of them have some kind of agenda that's very important to them and that is making money. Hey Tiny have you settled your issues yet? Been there a long time for not a so bright future huh? Still haven't made LT yet huh? Hey Pierce, have you grown a set yet? Can you con someone out of more money? Oh yeah your wife makes more than you even if you do have 2 yes 2 masters degrees! Hah!!!

Granted some of the cops in Leland are idiots, but why hasn't the Chief's monkey boy (Spence) been able to control his minions? Same old Leland. I'm sure David Hollis is behind the whole "ticket" issue. Hey WWAY, why don't you ask him. It's the same old good old boy system it's always been...just new faces. Hollis is a control freak who gets TWO pay raises every year. Maybe that's why he wants so many tickets written, so he can get his raises. The Chief can't make a move without clearing it through "Commissioner" Hollis. Chief's right hand man, Spence, should be wearing a little hat, holding a cup and dancing around a music box (monkey boy). I feel bad for the residents. I've met Chief James and he seems to be a good guy. Spence is an idiot and some of the officers that work for him are too.

Home Health Nurses pay for caring for patients!

I am a Registered Nurse, one of my co-workers recently found herself a nice $50 fine while caring for a Leland resident. It is pretty ridiculous that a nurse going to the home a patient in need of medical care finds a $50 fine on the windshield of their car. One would think the HUGE Banner on the side of the car would have been a clue to the Leland Police. I guess they are more worried about collecting their fines than the well being of the residents that live in their town.

The Leland Police have to write the tickets, they need the money for upkeep on the new police department that will have what 30 people? How about selling some of the other buildings you have and donate it to the local school system, which is in need of many things?

Then the City should be required to have free public parking areas with a free shuttle service to shuttle people to their houses.

my husband and i came from out of state to visit our daughter and received the $50 fine for parking
in front of her home. she has lived in leland for 4 years and this was the first we ever heard of this
ridiculous ordinance. shortly after the police officer ticketed us, he went and ticketed a woman who
had just pulled her car out of her driveway so a moving truck could back into her driveway because
she was moving out of her home. he was a cocky young police officer who didn't care. if parking is
prohibited in areas there should be signs that warn you.

Unfortunately, this young officer's attitude is becoming typical of many officers, and his lack of common sense and discretion is a major reason for loss of respect by the public for those who wear the uniform. There was absolutely no reason to ticket this person. I suppose it is all about the almighty dollar. Laws are passed that defy all logic and common sense, and then citizens are taken advantage of when possible.

Subdivision Streets

I think fining people for parking on neighborhood streets is ridiculous if the streets are large enough to accommodate the cars. Unfortunately the planning folks let developers build neighborhood upon neighborhood with streets barely wide enough for two cars to pass each other. I know when someone parks behind our driveway it is near impossible to back out due to the lack of room. If a neighbor has a party or gathering it creates a hazardous situation for navigating the streets.
