SHALLOTTE, NC (WWAY) — Shallotte attorney James Payne has been appointed to represent one of the suspects in a high-profile federal case.

Jakym Camel Tibbs is charged in connection with the kidnapping of Frank Janssen, 63, who was taken from his Wake Forest home April 5. Investigators say the crime is tied to Janssen’s daughter, who prosecuted Kevin Melton, 49, a high-ranking member of the Bloods street grand. Janssen was rescued April 9 when FBI agents raided an apartment in Atlanta where he was being held.

Tibbs and Quantavious Thompson are charged with conspiracy to kidnap Janssen.

Tibbs is due back in federal court in Raleigh Tuesday for a detention hearing.
