RALEIGH, NC (AP) — The annual Republican list of changes to North Carolina regulations for business and the environment is headed to Gov. Pat McCrory for his approval.

The House voted Friday in favor of nearly 60 changes agreed upon after negotiations with the Senate, which passed the bill hours earlier with no debate.

The discussion was livelier in the House, where bill supporter Rep. Paul Stam of Apex said it would help the state’s economy nearly as much as last year’s tax overhaul.

Environmental groups were unhappy the measure would weaken wetlands protections and make it harder to block coastal construction while permits are challenged.

Some Republicans voted against the package because of a provision that would allow colleges to make and sell beer as part of a course.
