North Carolina officials carrying out Gov. Beverly Perdue's directive to expand the state's pre-kindergarten program say another 4,000 at-risk 4-year-olds could enroll very soon, rather than the 1,000 first expected.

Gov. Bev Perdue has issued a State of Emergency for eastern North Carolina as Hurricane Sandy heads north toward the coast.
The declaration goes into effect Saturday for 33 eastern North Carolina counties. A tropical storm warning is in effect from Nags Head to the South Carolina border.
