Bill would make hangman's noose display a felony

RALEIGH -- State lawmakers are considering legislation that would make it illegal to hang a noose or burn a cross while trying to intimidate someone. The bill's sponsor, Sen. Doug Berger, said recent high-profile reports of such displays both in and outside North Carolina convinced him to introduce the legislation. The bill would make the display of a noose or burning cross a low-grade felony punishable by up to around two years in prison. But the display must be designed to intimidate someone who is of another race, color, creed, nationality or country of origin. Berger said the bill contains the specific criteria to avoid infringing on an individual's First Amendment rights. It's already a misdemeanor to engage in ethnic intimidation in North Carolina. Freedom of Speech

As much as I hate the displaying of the hangman's noose or burning of the cross (My family had a cross burnt in our yard when I was young) I still think it shouldn't be illegal to do these things. Now doing these things on someone else's property is and should be illegal but if you are on your property you should be able to do what you want. It's called freedom of speech and freedom of expression. And on that note I would like to say, anyone burning a cross or displaying a hangman's noose is a complete moron and they are sad ignorant idiotic people that can differentiate the difference between judging people individually and grouping a bunch of people together based on race or religion. Again, cross burning is the act of idiot who probably has the mind processing power of a monkey. I love freedom of speech.

SCOTUS will reverse this if passed. Saint Paul already tried the same thing. It was thrown out in 1992 in: R. A. V. v. City of St. Paul, 505 U.S. 377 (1992) Wikipedia it.
