A 17-hour stand-off in Columbus County ends with a man behind bars. Thirty-one-year-old Timothy Toomer held a 19-year-old girl who is the mother of his son, hostage in Chadbourn early this morning and in to this afternoon. Now, he's in the Columbus County jail. The Columbus County Sheriff's office hauled Timothy Toomer off to jail Wednesday night. Authorities say Toomer held 19-year-old Concheta Stephens captive in a Chadbourn hotel room before surrendering around 5 pm. "He came out unarmed, laid prone, and was handcuffed without incident," Chris Batten, Columbus County Sheriff said. The standoff ended peacefully, but gave residents quite a scare. "I've never been in a situation like this before and I've been staying in Chadbourn going on nine years," Mae Dowe, a Chadbourn resident said. The Sheriff's office says Toomer was armed with a small caliber hand gun and that he's no stranger to trouble with the law. In June he was charged with a domestic violence incident. Earlier this month, he was charged with a kidnapping in South Carolina. Columbus County sheriff Chris Batten says they're still investigating why Toomer kidnapped the girl. Batten says neither the hostage, nor law enforcement were hurt during the lengthy negotiation and Toomer's ultimate arrest. "We handled it well, we had good people in place who made smart decisions and we wound up with a peaceful outcome," Batten said. Batten says authorities shut off the power to the Budget Inn during the negotiation process. They also brought in one of Toomer's family members to help in efforts to end the stand-off. Several nearby business had to be closed to ensure the public's safety. The sheriff's office says Toomer is charged with felonious restraint. That means restraining someone when a dangerous weapon is used. The charges may be upgraded to kidnapping.
