NC law states that officals can shoot "convicted" fleeing felons. Since he was in prison as a "convicted" felon they had every right to shoot him. And there is such a thing as a "well placed shot" with a shotgun. Using a slug you can get a "well placed shot" with a 12ga at 50 yards if your a good shot, it's all about the training.
