If they did shoot the inmate, it was one sorry shot. If it would have been a quick clean shot, we wouldn't be talking about it, because they would have needed medical attention or a body bag for the inmate. This is yet another reason that some of the shotguns (not all) used by the guards should be changed to very high-caliber and scoped rifles. One accurate clean shot and the escapee would run no more.
The bottom line is that the hesitation by the guards allowed this inmate to break away and run free. It's a simple concept: point, aim and pull.
