They can break into a building if the prisoner is in the line of sight. If not they can not go into a building without the owners approval. My husband a several other guards looked into the building and did not see him. The reason the dogs couldn't flush him out was because the Sherriff walked the woods where he entered and messed up the scent trail. Just be thankful they have him.
