The City of Wilmington has the responsibility to honor the officers who've died in the line of duty, on her behalf. It shouldn't fall on these officers.
Bess Street isn't the place for a memorial either. Almost anywhere along the River is a more appropriate place. Even Dram Tree Park would be a better choice. Someplace accessible to foot traffic and relatively quiet so visitors can reflect on their sacrifice would be appropriate.
