I am sorry, but they should treat each case individually and allow a panel of experts determine if this 17 year old meets the criteria on adulthood. My guesses are that this detriment to society would make the grade as an adult. The death penalty is a joke to these slime bags because it is not implemented enough. With DNA evidence now....there should never be a reason to wrongly execute someone.
