I really don't buy that a trained dog will just attack anybody if that person makes a movement. There would be a lot more police dog attacks if the dogs were allowed to use his own discretion when to go after a suspect. I am pretty sure that they act on command. I assume if a scuffle started between a suspect and an officer, the dog might intervene, but not this time.
