A dog that would react like that would be too much a liability. Suppose it had been an accident scene and the officer was talking to a wrecker operator or EMT or accident victim. Then the dog gets loose and the other person is startled or raises his arm, or back away suddenly or reaches for his/her ID.....this dog will attack??? He shouldn't. If he would, he needs more training. This would not be acceptable for a dog that can do this kind of damage to be allowed to make choices on his own. This is what handlers are for.
