Yes, if the dogs handler was talking to an EMS worker and that person raised their hands in what the dog perceived as an aggressive manner, that dog will attack them. Same goes if the other person is a fellow LEO. It makes sense to train a dog to attack like that. Let's say the officer gets in a fight with a suspect and the suspect knocks out the officer and continues to beat on him...should that dog not respond and attact because the officer didn't give him an order to? Of course not.
