State Senator Julia Boseman upped the ante Thursday in the move to block Titan from building a cement plant near Wilmington. Her bill would put a moratorium on all cement plants in North Carolina. It would also require a study of various issues surrounding those plants. Boseman has been a vocal opponent to the proposed Titan Cement Plant in Castle Hayne. Bob Odom, general manager of Carolina's Cement, Titan's local subsidiary, said they are disappointed and concerned about the bill. A group of local business leaders who support the plant also released a statement, calling Boseman's legislation unconstitutional.
