I would think that the University system would create an incentive program for Engineer schools to offer scholarship to students who develop energy saving devices using wind, solar etc for powering universities. Even here at UNCW we could see the use of the newest solar technology being used to cut costs. Maybe they could get incentive money to do so by going green.
