Perhaps the other Senators simply realized that bills of attainder are prohibited by Article 1, Section 9 of the Constitution,and just as putting lipstick on a pig doesn't disguise the fact that it's a pig, this would have been nothing more than a bill of attainder, punishing Titan by legislative decree.
