NC Jobless Rate

It is important to note that the NC jobless rate is higher than the national average, yet NC ranked No.4 in the nation in receipt of stimulus funds. Where did all the money, which was supposed to create new jobs, go? Apparently it did not end up being used for the purpose intended.
