chicago corruption comes to wilmington

I believe the city let this happen,because they are corrupt. Cheatham always plays dumb,or maybe he is dumb.Then why is he being paid 180,000 dollars.why.Chicago corruption comes to wilmington,AND WE ARE PAYING FOR IT.
