If I can make money by insuring people who build their houses on shifting sands in a state where the government mismanages the insurance industry at a level of incompetence rarely seen, why shouldn't I? Get the state OUT of setting rates and spreading risk among everyone and see how many people build McMansions on barrier islands once they hear what the annual insurance premium will be! Lots of money to be made helping people shovel sand against the tide....
