It was a packed house at Topsail Beach's town assembly building. The line of concerned year long residents and property owners to take the microphone was long. The overwhelming majority favored the emergency beach renourishment plan. It was a new town commission that faced the difficult decision of voting for, against, or tabling the renourishment plan. Three new members, who won election in November, were sworn in before the vote. Some residents were concerned that the new members meant a new majority on the commission with a personal stake in voting the plan down. In a three to one vote, with new commissioner Ed Broadhurst voting against, the commission abolished the shoreline commission - not a good sign for the renourishment project.
