The monies are being raised through occupancy taxes, so the taxpayers are not paying for it unless you are renting a house on the beach! Imagine what the effects of not having a usable beach will have on our local economy, which is built on tourism. Not renourishing the beach will end up hurting the taxpayers in the end!
