One dead; one apparently in the hospital.
If the state can develop a plan to prevent illegal residents from securing a license; it should be able to develop a plan to prevent chronic alcoholic drivers from getting a license; registering a vehicle.
One item not mentioned was whether this driver had liability insurance for driving a car. In the absence of insurance, that would be another charge to add to his docket.
