Can anyone tell me why a small Highway electronic sign was place on Carolina Beach Rd. This sigh was not cut on till late in the day and I had to pull over and watch it for ten minutes to figure out what it was saying. I live in the area and the sign was there all day but not cut on to late. Was this just a way for them to say we notified people of the meeting
