Well that was a brilliant move. Even more brilliant to admit it publicly so that now we all know whenever there are 'mandatory water restrictions' we don't have to listen to them and we can do whatever we want. So in the future if there's a true water emergency no one will take them or their restrictions seriously. Way to cry wolf, CFPUA.
