HOAs do have the power to access fines according to the covenants attached to the deed. They then can move to collect the fines through court action and this one did. Sounds like something minor, but they were given the power in the deed. It is time now for members at the next HOA meeting to attend and vote to remove and replace the officers then try to re-write the conenants. This man is now dead, but did he set the fire? Are there others with motive?
