Condoms are free at the health dept, yet we still have so many welfare moms having baby after baby. They don't use the condoms, and it's my opinion that they want the babies. Their gov't assistance increases with each child, and they can get court ordered child support from the baby-daddies. What would you want to bet that stastically, the women in public housing have more children per family than does the population in general?
