This will not hamper the poor or minorities from voting. These people most often are on government assistance. By law, you have to show proof of who you are to get approved for assistance. Unless you have fraud in Social Services, these people have to show some form of ID in order to be approved for assistance. My elderly mother received assistance and she ALWAYS had to have an ID. This excuse just doesn't fly. It will cut out alot of fraud in voting, if you have to have an ID.
