For those that have not seen the unpaved streets and other items not done from Wilmington annexations in the past the view of these undone things prove the point that the only thing annexation does is provide incompetent city governments with a way to grab more revenue without ever meeting the requirements for service. They have even gone so far to just grab for more revenue where services are not needed.
