FEMA does not provide small business loans nor personal loans to individuals for home repairs. FEMA Individual Assistance can provide immediate needs funding for temporary housing, food and clothing but that has a $ limit per household and normally it is a temporary, one time amount.
The SBA is the federal agency that provides small business loans and individual disaster home loans. FEMA is very limited as to what they can do, by law, for individuals, FEMA's eligibility and funding is mainly for rebuilding the infrastucture.
If a federal disaster is declared FEMA, NC State Emergency Services, The Dept. of Agriculture (the article was correct, that is the federal agency to go to for farm damage and restoration funding) the SBA, the Red Cross, the Salvation Army,etc. will all be available at a central location for disaster victims to go to.
