Its takes people of much greater corruption to be able to recognize and point out to others a current regime's possible corruption activities. Thats the double-edged sword. Greater corrupt minds trump lower level corrupt minds. If that whistleblower wins the office solely for pointing out corruption and not on his experience and qualifications, he often may rely on continuing that pre-paved corruption path to stay in office.
