Just to clarify... It sounds as though the WBPD developed a suspect pretty quick. Most of the time when someone is wanted for a crime it means that the police have warrants on them. Which means they had sufficient information to develop probable cause. She chose to turn herself in when she realized that she was wanted on those above mentioned charges.
