And the people that are living in these public houses need to have a job. If they don't have verifiable 40 hour a week employment, they need to be working in the community. Landscaping, painting, heating & AC, plumbing, electrical and basic carpentry. Then maybe they won't destroy it because they know they will have to repair it. They will also be gaining job training to possibly lead to better employment opportunities and the chance to move off the government dime.
