I have to disagree. The workers that come to my home rain or shine to haul away my family's "garbage" are not lazy! When there have been times where something was missed it was due to my lack of procedures. Once, I placed paint out for pickup. The workers left it. BUT, they took the effort to come to my door and explain what I neded to do in order for them to take it the next week. In general, between garbage, recyclables, and bulk pick up there hasn't been anything that they have not picked up. I often tell people that the services provided by these guys is about the only thing good about living within the city limits!
