a school had to have more than 50% of its students on the entitlement, sorry, the free, sorry paid for by taxpayers, meal program. Apparently those schools which have more than 50% of the students' parents carrying the tarriff, did not qualify for the program.
If you pay taxes, great way for them to be expended.
