I don't know how other people drive around here, but I can usually stop in time when I see an object on the road. How do I know it's not going to be a large rock that's going to damage my car? Yet, this guy couldn't stop after seeming a living being that was presumably not just sitting there waiting to be hit? That sounds unbelievably negligent to me, yet they consider that "not at fault" in Wilmington... sometimes I gotta ask myself: am I living in Mexico or the USA?
strangely inconsistent
