...because as I read the report, it states that the pedestrian "walked into the path..." of the vehicle and was struck. It said nothing about someone just sitting in the middle of the road. Someone can easily step off the sidewalk into the path of a moving vehicle and get struck. I just don't get your point.
Oh and by the way, depending on what part of town you're in, you could easily believe you're in Mexico. Check out the chicken counter at your local Walmart on a Sunday morning.
