I think its funny that Castle Hayne incorporated itself to avoid annexation. Essentially becoming the very thing they sought to avoid. Especially when Wilmington is studying annexation in every direction except towards Castle Hayne (NE - Ogden, N - Kings Grant, S - Everything). They should have taken that as a sign that Wilmington simply wasn't interested in a large land tract area with low population density and land value. That and the fact that Wilmington can't even annex Castle Hayne as its not contiguous with its boundary.
