DURHAM, NC (AP) -- The North Carolina judge monitoring the
state Supreme Court's ruling requiring that every child receive the
chance for a sound basic education speaks to a school group a day
before a hearing about the state budget.
Superior Court Judge Howard Manning speaks Tuesday to an
education-innovation group about his earlier rulings in the
long-running lawsuit over education funding in poor regions of the
Manning will hear new arguments in the case Wednesday. Attorneys
for five poor school districts argue that the Republican-written
budget of nearly $20 billion fails to meet requirements guaranteed
to each child in the state.
Manning ordered the hearing after saying the state's basic
educational assets must stay in place despite the state's difficult
