The city has every right to evaluate the business plan and facilities, since this "free, private enterprise" is asking the city to pony up some serious dough so that they can bring the ship here.

I would agree with you if the ship's owners were using their own funds to open their hotel, but they want the taxpayers to fund the facility where the ship would dock.
