Path 1 is the Path which attempts to focus on the causes of these failures. Path 1 would require millions if not billions of dollars be spent to give all these folks things for which they are neither prepared or entitled. There's that word -- entitled.
Or
Path 2 -- look at those who have succeeded and identify the character and background traits which allowed those individuals to succeed. A lot less costly and alot more likely to have positive impact.
Which one will the bureaucrats and the minorities want to take?
Let's guess. The more costly and empire building, bureauracy building plan which has a primary result of creating "feel good" excuses to make all of the failures feel it really wasn't their fault; they were doomed to failure from birth.
