Another recommendation that wasn't listed but should have been: tell the black and Hispanic women to STOP having children out of wedlock - this practically guarantees that their offspring will grow up in poverty and without a father. This is the real reason many of their men end up jobless, imprisoned or dead. And yes, having babies out of wedlock IS a much more frequent occurrence in the black and Hispanic communities.
